Wanting to spare Isamu and the others, Joji asks Kawatani (Hitoshi Ozawa) and Himuro (Yasukaze Motomiya) for permission to let them escape the Masaki-gumi. Masaki (Yoshiaki Umegaki) agrees, saying he will not interfere if Isamu comes under Joji’s protection. However, when Joji goes to meet them, Isamu and his crew have already fled. They escape from Kobe to Yokohama, where Kawakami (Tatsuya Nakazawa) and Ryuji (Tatsuya Kishida) keep a wary eye on the newly appointed Keihin Rengokai director, Sakagami (Yoshiki Kanahashi). In Yokohama, Isamu and his men form the Yushinkai and begin expanding their power by encroaching on Fujishiro-gumi territory.
