Le jeune berger Fiorin Serafino a toujours vécu libre sur sa montagne avec ses moutons. Il doit se rendre à Rome pour son service militaire, mais il est renvoyé dans son village pour «déficience mentale», où il découvre que sa jeune cousine Lidia a rudement embelli en quelques mois... Mais l'héritage d'une vieille tante apporte à Serafino une petite fortune qu'il emploie à se payer du bon temps et à répandre des largesses autour de lui...

A combination of a satire on war and a comedy with war as the background. It tells of the ordinary people living on a Naples sidestreet, from 1940 to 1950 under the dominance of the Fascists, the Nazis and then the Allies occupation forces. Primary among the citizens is Gennaro Iovine (Eduard De Filippo)who has a penchant for innocently getting into trouble, and his friend Pasquale (Toto.) The latter is a rail-sweeper who becomes a professional stand-in...a corpse used to conceal contraband...serving jail time for those who don't care to spend the time to do the time...a substitute at a political rally when violence threatens the scheduled speaker

Une comédie politique satirique et acide divisée en épisodes. Le film est co-réalisé par Mario Monicelli, Ettore Scola, Nanni Loy, Luigi Magni. Les épisodes dressent un portrait critique de la société italienne, décrivant les italiens comme des personnes paresseuses, désorganisées et incompétentes. La critique devient de plus en plus acerbe au fil des épisodes.

Villagio interprète ces épisodes, basés sur des histoires de son propre livre, d’une manière que beaucoup comparent à Buster Keaton. Avec une production à petit budget, ce film était néanmoins extrêmement populaire en Italie.
