The film focuses on the leadership of the Great Powers of Europe in the days leading up to the outbreak of the First World War.

Before the First World War, Dr. Hans Stockmann had a practice in a small town. His powerhungry brother is the mayor of Bad Trimburg, which has developed into a respectable resort. Dr. Stockmann is called in to become the town’s chief physician. He considers the sanitary conditions to be intolerable and insists on a clean-up. His ambitious brother and all those who, till now, have profited well from the corner cutting, are, of course, against that for financial reasons. The doctor is condemned from all sides and the conflict escalates.

Lothar von Pütz and Roswitha von Krakow fall in love and only then discover that their fathers are bitter enemies. When Lothar's father dies, a close friend of his father's, Baron Maximilian von Hanckel, takes the boy under his wing and tries to make peace between the families. He visits Roswitha's father, who begins to hope that he can marry his daughter to the older, but wealthy, baron, who is still a bachelor. When an argument breaks out between Lothar and Roswitha, she agrees to marry Maximilian. It is only at the pre-wedding party that Roswitha and Lothar have a real conversation. When two Russian captains of cavalry came to a German post station one of them recalls what happened long time ago. He begins to tell the story: Ten years ago a comrade of them made a resting at the post station and fell in love with the station master's daughter. He promised everything to her and finally convinced her to come with him to St. Petersburg. When both arrived there she had to realize that her captain never had the intention to marry her.

A shoemaker and his wife become the parents of a little girl, but they cannot find anyone willing to be the godfather of the newborn. The oppressive landlord also refuses to accept the burden. Only Michael, a young traveler whom the cobbler picks up on the side of the road, agrees to become the girl's godfather. From then on, Michael lives and works with the cobbler's family. When the landowner dies suddenly as a result of a stroke, a rumor spreads that the cobbler poisoned him. But with Michael's help, his innocence is proven.
