Jean-Luc Marie Lemoine est né d'un père français, Roger Lemoine, gendarme originaire de Fontaine-Couverte (Mayenne), et d'une mère femme au foyer d'origine vietnamienne. Il passe une enfance heureuse dans l'Essonne à Morangis, sa ville natale, en compagnie de ses parents et de sa grande sœur Lydia.
