Seeking an escape from his mundane life, high-schooler Keita Amishima stumbles into the secret life of an agent of UNDER ANCHOR - a covert organisation combating cyber terrorism. Keita isn't alone, as he is partnered with an A.I. - the Phone Braver "Seven". Tatsumi of the Marukami-kai is isolated from the Marukami-kai and is chased away by the Kyowa-kai and the Marukami-kai. Himuro invites Tatsumi and his friends to Nagoya and attempts to settle the matter, but ends in failure. Tatsumi escapes and gets the civilians involved, and as the situation worsens, Himuro tries to set a trap for Tatsumi and his friends.
Tetsuya Mikami, former leader of the Mikami-gumi group, took care of ex-convicts and people who had left the group so that they could reintegrate into society. However, an incident occurred in which a man working at his store was arrested on suspicion of murder and burglary after smoking shabu. Renji's father's death brings an end to the feud between father and son, and Tanigawa persuades him to keep the truth of the allegations to himself, and he decides to follow his father's wishes and become a politician. At the same time, Prime Minister Suzuki dissolved the House of Representatives and called a general election, as ordered by political fixer Oda. With Tanigawa's support, Renji launches his own political activities, but is outnumbered by his opponent, prefectural assemblyman Horiuchi. Renji is again contacted by a mysterious person.
Kyowa-kai Himuro and Marukami-kai Tsurumi are in a tense state of conflict. The conflict between the two groups intensified due to internal disputes between the Yokohama and Fujishiro groups. Meanwhile, Himuro's brother Akimoto, a member of the Marukami-kai leadership, dies of illness. With the deterrence of East-West conflict gone, tensions between the Kyowa-kai and the Marukami-kai reach a climax.
