After wiping out the Kamome Church, Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi) put the matter to rest. Himuro returns briefly to Kobe with Joji (Takashi Kitadai), reflecting on how Kobe has become home and on their violent past in Yokohama. Meanwhile in Kobe, a delinquent group led by Isamu (Hidemi Higa) and Nobumitsu (Takuya Negishi), reminiscent of the younger Himuro and Tamura, causes trouble in Masaki-gumi territory. Following Kawatani’s (Hitoshi Ozawa) orders, Joji visits Masaki-gumi with Ishizawa (Hiroto Honda) and Yamamura (Kenta Kawasaki), but is delayed by Masaki’s (Yoshiaki Umegaki) old-fashioned lecturing. Soon after, a Masaki-gumi member reports being robbed by Isamu’s group. Although Joji offers to help, he is turned away. Not long after, Isamu and his crew appear at the Masaki-gumi gambling den, threatening to ignite a new conflict.
Kyowakai acting chairman Baba (Akihiko Kuwata) is attacked, and despite Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi) rushing to the scene, the assailant escapes. The Keihin Alliance and Marugami-kai suspect Hirakawa (Hitomi Matsuda), who had poor relations with Baba, but based on witness Reiko’s (Reira Arai) description of the attacker, Himuro identifies a likely suspect. Ordering Reiko to stay silent and refusing police involvement, Kyowakai launches its own manhunt. As Baba remains in critical condition and suspicion toward Hirakawa grows among investigators and Kyowakai executives, Himuro quietly burns with thoughts of revenge.
A burglary hits the Yuseikai Kazo branch. The cash had already been moved from the safe, but Teru (Yutaka Kyan) is left pale and shaken. Yamamura (Kenta Kawasaki), an anime otaku since his school days, hid his passion while living as a delinquent. Back then, he fell in love at first sight with transfer student Akiko (Kazusa Okuyama), only to be heartbroken. Years later, on the way to a regular family meeting, Yamamura, Joji (Takashi Kitadai), and Ishizawa (Hiroto Honda) stop by a café—where Joji and Ishizawa both instantly fall for the waitress, Akiko. Seeing the trio completely smitten, self-proclaimed love expert Nakashima (Yoshimi Tachi) offers to investigate her tastes, but secretly begins dating her himself. Determined to confess, Yamamura visits Akiko’s home, only to be met by her troubled expression. Behind it all is Horiuchi, a café regular who had always lingered on the edge of her world. Learning the truth, Yamamura races to save Akiko from her situation.

Himuro, who promoted Kawakami, the fourth Yamazaki-gumi advisor, to direct advisor to the Kyowa-kai, solidifies his intention to exchange sake as the Fujishiro-gumi's spiritual representative. Meanwhile, Himuro heads to Toryukai in Ibaraki to find out that the land being redeveloped by Hirokawa Kanko, which is affiliated with Itonaka Construction, is being handed over to a company affiliated with Marukami-kai.
Renji Himuro is cornered after the president Yuichi Kawatani and his assistant Wakagashira Yuto Tamura are arrested in the Marukami-kai's plan to destroy the Kyowa-kai. In order to overthrow the Sekine Cabinet, which has close ties with the Marukami-kai, Himuro supports his opponent, former Secretary-General Ishida, in the next presidential election, and tries to stop the Marukami-kai's plot.
Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi) return to Kobe, where the Kyowakai executives—still without a clear successor—expect Himuro to become the fourth chairman. Himuro refuses, causing unrest. After meeting Ueki, Himuro decides to respect Kawatani’s wishes and announces only his retirement. At the same time, the Marugami-kai appoints Sakota as chairman following Mita’s death. Meanwhile, Sunaga of the Keihin Alliance approaches Shinjo and Komiya again. Although the information reaches Himuro through Kuroiwa, Himuro rejects it, saying he does not want the Marugami-kai to split. Himuro admits he wanted to make Kawatani the number-one boss in Japan and to unite the yakuza world, but Tamura encourages him to be honest with his own feelings. Elsewhere, the Yamazaki Ichimon learns of Shinjo and Komiya and tries to handle things themselves. During this, retired Kyowakai member Nakajima appears, and his new business becomes the spark for a new conflict.
With Baba (Akihiko Kuwata) acting as Kyowakai chairman and Sakota (Hideo Nakano) leading the Marugami-kai, both groups begin a new chapter. Kyowakai finalizes long-delayed executive appointments: Hayashida (Ehara Shu) replaces the retired Nakajima as Shikoku block leader, while Hirakawa (Hitomi Matsuda) becomes Tohoku block leader by Baba’s nomination, easing concerns from Himuro (Yasukaze Motomiya), Tamura (Yoshiyuki Yamaguchi), and Ueki (Daisuke Nagakura). While drinking in Kobe, Baba drunkenly orders Himuro and others to “crush Marugami,” and the remark quickly spreads to Marugami and investigators. Baba then orders a manhunt, but Hirakawa objects and questions why the “Adachi-kai,” a group of delinquent gangs that fled Kyowakai’s control and formed in Tohoku, had been ignored. After being calmed by Himuro, Hirakawa heads to Tohoku to handle the group himself—setting the stage for new tensions involving Baba, Hirakawa, and the Adachi-kai.

After uncovering Ruby’s true identity, Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi) discover a cache of firearms and drugs. They inform only Special Investigation officer Sahara (Takayuki Kinba) that the incidents were not orchestrated by Kyowakai or the Marugami-kai, urging him to investigate those behind the scenes. Both Himuro and Sahara suspect corruption within the police, with Sahara casting doubt on Matsumiya (Gen Hongo) and others. As police suddenly move to arrest Mita (Shun Sugata), Himuro and Sahara find it suspicious that attention shifts from Kyowakai to the Marugami-kai following Mikawa’s (Yasuhiro Arai) appointment as deputy commissioner. Sahara struggles to investigate Mikawa due to his ties to the powerful Yoshioka family. Meanwhile, suspecting religion is linked to an impending terror plot, Himuro begins reaching out to those connected to the World Kamome Church.
The body of Kikumura, the attacker who was supposed to have been killed by Himuro, Tamura, and Kawatani, has disappeared. Himuro and his friends learn from arms dealer Jimmy Ogata that the guns the attackers had were made in China, and they suspect that there are remnants of the semi-grey group "Cobra." Then, he ends up looking for Kikumura, who was supposed to be dead...
In the afternoon, Himuro (Yasukaze Motomiya) and the others enjoy coffee brewed by Tora (Miyabi Koteyama). While discussing the taste of coffee with Tamura (Yoshiyuki Yamaguchi) and Hasegawa (Daisuke Ohyama), Joji (Takashi Kitadai) starts reminiscing about the time he joined the gang.
