Joe and his delivery company friends are back. This time they become embroiled in the evil plot of a corrupt politician.

After serving a term in prison because of shooting the leader of the rival group, Goro finds out that his fellow Yakuza Shiroyama, left the group and living as a normal people.

Despite losing everything he holds dear, Tony (Ozawa Hitoshi) has the four Manila drug traffickers under his control, and even has his eye on the title of 'King' of the Philippine drug empire. Max (Kazuyoshi Ozawa) proposes that Tony withdraws from the underworld and moves to the surface.
