After the Winspector police team leaves Japan to fight crime in France, Chief Shunsuke Masaki realizes he must create a new police team to defend Tokyo from crime. He creates Solbrain – a high-tech special rescue force, expert in missions requiring rescue and firepower. Its leader is Daiki Nishio, a rookie detective who can use the Plus Up command in his car to transform into SolBraver. Other members are Reiko Higuchi, also able to use the Plus Up command to transform into SolJeanne, SolBraver's female counterpart; and SolDozer, a yellow bulldozer robot.

A high school girl, Izumi Gojo, who has been found guilty of murder, falls into the sea and disappears when running away from the police. However, a mysterious group rescues her and had her undertake training to transform her into an assassin. Years later, Izumi seeks to escape the group.

Following the fall of Gorgom, Kotaro Minami tries to live a normal life with the Sahara family. However, this brief moment of peace is soon shattered by the arrival of the Crisis Empire, an evil alien menace that aims to eradicate humanity and claim dominion over Earth. After refusing to aid them in their nefarious goals, Kotaro is thrown hurtling back towards the planet with his transformation belt shattered. However, when he awakens, Kotaro discovers that the sun’s rays have blessed him with new power, the power of Kamen Rider Black RX!

In a desolate future ruled by a totalitarian city-state known as Jesus Town, a leather-clad motorcyclist cyborg awakens from imprisonment to wage war against a regime that preaches peace through control.

A sinister organization launches a wave of audacious attacks in an attempt to gain world domination. Commanded by the evil Professor Gill, masked androids and fearsome DARK Destructoid monsters terrorize innocent victims and wreak havoc throughout Japan. A solitary figure emerges to combat the menace. Whenever DARK attacks, a denim-clad road warrior appears, strumming a haunting refrain on his guitar. His name is Jiro, and a secret lies at the heart of his lonely existence. Jiro is a mechanical man. Vulnerable to Professor Gill's shrill flute wooing him to the DARK side, Jiro battles the evil menace by transforming into the mighty red-and-blue android known as...Kikaida.

A special retrospective of the two franchises, with segments making comparisons between the different characters, their weapons, powers and so forth. The final segment of the special is the short film "Super Battle: Ultraman vs Kamen Rider" The main characters, Ultraman and Kamen Rider 1 appear on the scene separately, each fighting an original kaijin and kaiju. When the two monsters are nearly defeated, they merge into a more powerful kaiju. Ultraman experiences trouble and calls for Kamen Rider 1's help. Kamen Rider 1 is then able to grow to enormous size to fight alongside Ultraman.

The Crisis Empire devise a plan to defeat Kotaro Minami by reverting him back to his old form of Kamen Rider Black and sending out several revived monsters after him. However, Kamen Rider Black is assisted by another RX, who used a time warp to help his past self. The two are joined by RX's alternate forms of RoboRider and BioRider and the four Kamen Riders combine their powers to defeat the revived monsters.

After a Space Beast throws them off Shuttle Base, the Changeman scramble to get their ship back as Sayaka tries to protect it from the inside.
