Takeshi Hongo is a promising young man with a passion for motorcycle racing. However, his dreams are suddenly ruined when he gets kidnapped by Shocker, the evil secret organization planning to dominate the world. After being remodeled into a cyborg, Takeshi escapes and swears to protect the world from the inhuman monsters.
Through the introduction of his friend Danma Ryuji, Onizuka Eikichi, the former legendary bike gang member, visits Meishu Academy to tend to the trees in the garden as a part-time gardener. Learning that Yoshikawa Noboru, a student in teacher Fuyutsuki Azusa’s class is being bullied by Uehara Kyoko and other classmates, Onizuka befriends and saves Yoshikawa. Seeing Onizuka’s unprecedented but visceral, powerful response to problem solving, the school’s president and principal, Sakurai Yoshiko, overrides resistance from her vice principal Uchiyamada Hiroshi and makes Onizuka a teacher. Onizuka goes on to tackle many issues as the teacher in charge of the most problematic class, Class 2-4.

Chairman of the Souryukai, Yukihiro Kawaji (Hitoshi Ozawa), is shielded by Executive Director Takeshi Kanzaki (Hitomi Matsuda) who takes a bullet and is severely injured. The Sakata family holds an emergency executive meeting, attended by Detective Umezawa (Hoka Kinoshita) from the Fourth Investigative Division, to deny any involvement. Meanwhile, at the Souryukai, Vice Chairman Shinji Wakamiya (Kazuyoshi Ozawa) and the others begin to prepare for retaliation against the Sakata family. The tension between both sides rapidly escalates — following emergency surgery, Kanzaki narrowly escapes death. Then, at Kawaji's command, the battle finally ignites!!
Renji goes to see his father to question Tetsuya's allegations of black-market donations that arose when he launched the Shinseikai. However, Tetsuya's heart condition worsens and he collapses on the spot. Renji's father's death brings an end to the feud between father and son, and Tanigawa persuades him to keep the truth of the allegations to himself, and he decides to follow his father's wishes and become a politician. At the same time, Prime Minister Suzuki dissolved the House of Representatives and called a general election, as ordered by political fixer Oda. With Tanigawa's support, Renji launches his own political activities, but is outnumbered by his opponent, prefectural assemblyman Horiuchi. Renji is again contacted by a mysterious person.
The Kanto Mutsumo-kai, one of Japan's foremost gangster organisations, is under the dictatorship of Sugo, the third president of the Ryujin clan, and Saito, its president. Toraji (Ozawa Kazuyoshi), who rebelled against this dictatorship but was unsuccessfully insulated and expelled, is picked up by his uncle Ryuzo and joins the Takematsu Rengokai. Toraji recruits a group of local delinquents headed by Hiroshi Maeda (Yasukaze Motomiya) into his ranks and begins a guerrilla war against the Kanto Rikukai-affiliated Yoshinin-kai. The two expand their power, but Toraji begins to dabble in stimulants and gradually goes berserk. An assassination plot is hatched against Toraji, and Hiroshi tries to stop it.
The Osaka war ended in a complete victory for the Kyowakai, finally bringing the city under their control. Yamazaki-gumi’s head, Kawatani (Hitoshi Ozawa), with Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi) at his side, was recognized for his achievements and appointed as the Kyowakai’s main family Wakagashira. As Yamazaki-gumi steadily gained power, Himuro worked to expand the organization further, focusing on internal reform and establishing legitimate business operations. Meanwhile, a minor clash between Tamura’s young members and the Yanagase Rengokai sparked a new conflict, spreading across all of Gifu—another war erupting in the wake of the Osaka battle!

Factional infighting erupts under the new leadership of Kudo (Hakuryu), the second chairman of the Kyowakai, worsening relations between the Mikami-gumi and the Shintokai led by Ueda (Jiro Okazaki). Amid the rising tension, Kawatani (Hitoshi Ozawa)—a benefactor to Mikami-gumi lieutenant Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi)—is shot. When Tamura learns the attack was carried out by the Shintokai, he infiltrates Ueda’s residence alone and carries out the assassination. At the same time, Kawabata (Tatsuo Umemiya), chairman of the Kansai Shiseikai, begins his move to crush the Mikami-gumi, standing in the way of Himuro and his men as they climb toward nationwide domination.
Fearing the influence of Sakaki (Sho Aikawa), the Metropolitan Police Department launches a crackdown operation against the Kurotetsu Alliance and detains him. Meanwhile, a series of assaults targeting Japanese women begin to surge in the city, alongside the quiet emergence of a criminal group of illegal immigrants known as “Ashinashi,” who engage in drug trafficking. During the funeral of Senior Advisor Yudai Kanou (Yudai Ishiyama), the Souryukai executives prepare for battle against the Fourth-Generation Sakata family, who were behind Kanou's murder. However, Chairman Yukihiro Kawaji (Hitoshi Ozawa), wary of the Anti-Boryokudan Law, hesitates to make the first move. Thus, instead of starting a full-scale gang war, he entrusts Takeshi Kanzaki (Hitomi Matsuda) with carrying out revenge on the direct perpetrators and mastermind. Where had Kanou's plans leaked from? Despite growing resentment among Hiroshi’s men, Hiroshi can’t abandon Toraji, his elder brother-in-arms. But when Toraji causes an incident, the third-generation head of the Tago family, Dazai (Ryuji Harada), severs ties with Kurumaya. Hiroshi rushes to apologize but is turned away. Enraged by Hiroshi’s actions, Toraji expels him and his men. Now alone, Toraji begins to put a mysterious plan into motion...

Yasuda (Hitomi Matsuda), the Wakagashira of the Takemiya Union Tōjō-gumi, infiltrates the hideout of the Yamashina-gumi's Sakazaki (Junichi Kawamoto), who had been secretly engaged in organ trafficking. In Yasuda's absence, the boss of the Tōjō-gumi, Tōjō (Hiroyuki Watanabe), is assassinated by a hitman from the Myōjin-kai. The situation changes drastically. Nikaidō (Tarō Kawano) pressures Yasuda to reestablish his oath of allegiance, but Yasuda firmly refuses. Frustrated by Yasuda's response, Nikaidō makes a certain proposal to the union's chairman, Shimamura (Shunsuke Kariya).
A businessman kills his adulterous wife and is sent to prison. After his release, he opens a barbershop and meets new people, talking to almost no one except for an eel he befriended while in prison.
Himuro (Yasukaze Motomiya), who joined Kyowakai, steadily rose through the ranks with his calm and clear mind. Tamura (Yoshiyuki Yamaguchi) was also released from prison and Ryuseikai was thought to gain even more power. At that time, there is an internal split in Kyowakai as a whole, caused by an unusual executive appointment, and Himuro and others get caught in the vortex. After the conflict, the leader of the Ueda group, Ueda (Okazaki Jiro) and other gang members withdrew from Kyowakai, create a new organization called Shintokai in Kyoto, and attack Kyowakai executives.
Despite the peace efforts of Souryukai's Senior Advisor Yudai Kanou (Yudai Ishiyama), the conflict between the Souryukai and Sakata family only intensifies. Led by Executive Director Takeshi Kanzaki (Hitomi Matsuda), the Souryukai is designated under the Anti-Boryokudan Law, prompting Umezawa (Hoka Kinoshita) from the Osaka Prefectural Police to conduct a raid. Upon receiving the news, the Daitoua Union demands a response from the Fourth-Generation Sakata family. In the midst of this, the retired Third Generation head Tatsuichi Kuroki (Jiro Dan) suddenly collapses and falls into a coma. His biological son, Kanzaki, goes to see him...
With the death of Nobuhide Oriki (Tokuma Nishioka), a brutal succession battle erupts within the Oriki-gumi. By vote, Nobunaga (Hitoshi Ozawa) becomes second-generation boss, forcing his brother Nobuyuki into rebellion. In the bloody aftermath, Nobunaga kills both Nobuyuki and his relative Nobuyasu Iwasaki (Hitomi Matsuda). Tragedy deepens as his right-hand man Masahide Hirako (Jiro Okazaki) takes his own life, and his father-in-law Michizo Saimon (Shinzo Hotta) is assassinated in a coup. Now as boss, Nobunaga sets the underworld in motion once more: Ujiyasu Nanjo (Sansho Fukami) rises in Kanto, Motonari Mōriya (Shinichi Chiba) expands in Aki, and in Nagano the fated clash of Kenshin Uemura (Ryuji Harada) and Shingen Takebe (Shun Sugata) begins. But the greatest threat comes from Yoshimoto Imanishi (Naoya Makoto), leading the invasion of Owari. The “war of the elephant and the ant” is about to reach its endgame.
