In order to help bring Nazis to justice, U.S. government agent T.R. Devlin recruits Alicia Huberman, the American daughter of a convicted German war criminal, as a spy. As they begin to fall for one another, Alicia is instructed to win the affections of Alexander Sebastian, a Nazi hiding out in Brazil. In Hungary, a rich baron discovers that there are extensive oil deposits underneath nearby properties owned by villagers. He manages to convince all the property owners to sell to him, except for a few properties owned by Jewish families. Infuriated at their refusal to sell to him, he attempts, with the help of some corrupt local police, to have the men charged with the murder of a local woman, who in reality actually committed suicide.

The film focuses on the leadership of the Great Powers of Europe in the days leading up to the outbreak of the First World War.
