'The Ruling' is a short 25 minutes film touching the themes of perception and age. Three stories are told: It follows an aging judge, Galindez, throughout a court hearing that turns very personal; the story of the incident behind the hearing and its accused, and the remembrance of the long lost days, when Galindez was still a young aspiring law student.

Paloma, a young Cuban, seeks to be able to do what she loves the most: to sing with her hip-hop group. The evening ends at the Malecón, like so many other evenings for so many other young Cubans.
