The drawbacks and difficulties of military life are explored in this film. Paolo Passeri is a college graduate, somewhat spoiled, somewhat effete, who finds himself in an officer training program under the stern martinet, Captain Asciutto. He gradually becomes acclimated to the military mind-set, and when the Captain's wife decides to take a romantic interest in him, he does not report her dangerous peculiarities to anyone.

Luciana, a country girl who has moved to Milan, is married to Mario, an intellectual type who avoids her since an accident forced him to live with his torso permanently in a cast. Lonely and depressed because also of her recent dismissal, she asks for help through a letter and becomes friends with elementary school teacher Anna, who also resents the negativity of her workplace and the world around her. Meanwhile, blue collar worker Marco waits for his fellow paisan Luciana to reciprocate his feelings. The vicissitudes of this quartet intertwine with the comical interludes of a commune of hippies who live in the tunnels of the Milan subway and spend their time pulling pranks on the passers-by.

The city suffers and succumbs unarmed, but an ex secret agent succeeds in winning the struggle against the gangsterism. Intrigue and violence grip a society victim of the crime.

The miniseries is adapted from the novel of the same name by Joseph Conrad, in which the great writer sought—along with his earlier work "The Secret Agent"—to explore the chains of guilt associated with European despotism.
