A well-known financier and his bankrupt friend, who plan to rob a corrupt politician-bribe, a policeman who loves to fatten up demonstrators, and two ladies of lighter disposition are locked up in a boarding house for hours at a time by a sanitation official for a whole 10 days - a forced quarantine.

Wojtek spends his days sitting on a forest pulpit and tracking grouse plundering nearby villages and towns with foresters. One evening he returns through the fields from work and stumbles upon a strange phenomenon. A house is moving in the distance. Or rather, a single lighted window. When he returns the next day, the situation repeats itself. Day by day more and more windows appear. Intrigued, Wojtek tries to unravel the poetic-abstract riddle.

The year is 2055. The well-known cosmonaut Ijon Tichy is to deliver a speech in the Pan-Slavic Parliament against the introduction of the Polish People's Republic - Extraterrestrial Human Regulations.
