After a prologue where we are shown the backgrounds of Wilhelm II and Woodrow Wilson, we see the story of Conrad Le Brett from Alsace-Lorraine. Forced to fight for Germany Conrad, sees soldiers taking girls into a church to rape them and kills one who murders a baby. Shot in the encounter he is taken to a Brussels hospital run by nurse Edith Cavell where he falls in love with American nurse, Amy Gordon. After Edith Cavell assassination and the murder of Conrad’s sister Vilma by the evil Lieutenant Ober Conrad honors her dying request that he go to America and defend Alsace-Lorraine's reputation. Once there he convinces President Wilson that Alsatians should be allowed to enlist. Fighting with the "doughboys," Conrad kills Ober, and after the armistice, returns to Amy.

The story centers on Flapjack Ike (played by John Bunny), a dominant local figure or "autocrat" in the titular town. Ike faces off against Edith, the Widow (played by Flora Finch), who challenges his authority.

The defense attorney who was unable to obtain the acquittal of an innocent young man concocts a complicated and diabolical scheme to revenge himself upon the prosecutor.

Paul Sturgess is engaged to Grace Van Austin. At a party at their Newport home, Grace flirts with Howard Esterbrook leading to a fight between the two men. Later that night, a servant witnesses Paul, with a revolver entering Esterbrook's room. The servant follows, sees a hand emerging from a window curtain, stab Esterbrook then vanish mysteriously. Paul is arrested based on circumstantial evidence. Six months later, a woman known as "The Woman of Mystery" is shot during a raid while trying to assist the police. Moved by hearing about Paul's denied pardon and impending execution, the "Woman of Mystery" reveals information to the detective leading the raid. This revelation leads to a call to the Sing Sing Warden just in time to halt Paul's electrocution.

Ruth Merrill and her father both are serving prison terms but her's is lighter and she is released. She becomes the wife of the wealthy Dr. Richard Boulton, who knows nothing of her past. Ruth's father escapes from prison and the unscrupulous detective, the same one who sent both to prison while knowing Ruth was innocent, is sent on Merrill's trail. A lost film.

The story follows three men—C.O. Darlington, C.O. Drudge, and C.O. Dusenberry (whose shared initials give the film its title)—who deceive their wives by faking illnesses to go on a secret vacation together.

As a woman consults a professional hypnotist, her father goes to another hypnotist and picks up a few tricks of his own..

Mary Dexter comes to Washington with her husband, Phillip, to get his invention, an appliance for battleships, adopted. He runs against graft and influence on all sides and finally realizes he can do nothing without money and "pull." Unknown to Phillip, Mary goes to Senator Barring and by her beauty and charm so interests him that he promises to help her husband.
