There is a certain restaurant in the first basement level of a multi-tenant building in one corner of a shopping street near the office district. The historical restaurant, marked by a sign with a picture of a cat, is called "Western Cuisine Nekoya." This restaurant looks completely normal through the week, but on Saturdays, it opens in secret exclusively to some very unique guests. During these hours, doors in various areas of a parallel world open to allow customers of many different races and cultures into the restaurant.
Plug is a "Charger Girl" from a parallel dimension. Her job is to find depressed humans in our dimension and charge them up to revitalize their energy.

The story centers on Yoshio, a poor and struggling manga artist who lives in Kitamachi. He is sent by Oyaji, the landlord of his apartment who is also engaged in other shady businesses, to help a novelist called Imori move in, and meets a recently-divorced woman named Fukuko. Yoshio is immediately bewitched by her beauty, even though she is already seeing someone else. In the meantime, Imori establishes an advertising agency, borrowing the name of a larger agency from the wealthier Minamicho, in order to sell his novel. Yoshio ends up helping with Imori's efforts, and somehow Imori and Fukuko come to live together with Yoshio.
Hana, a high school student who lost her parents in an accident, does not fit in at school and cannot find any reason to live. Suddenly one day, a man claiming to be from a special government organization visits her and asks her to tell him about a dream she had. Hana is confused and has no idea what is happening, but that night she has a strange dream.

There is a rumour spreading that if the gauge hits either 100 or 0, you will die. Satomi insists on downloading Ayumi's boyfriend so they can interrogate him about her death...

Satonaka is a good guy who tries to support them both. Then one day, unexpectedly, Satonaka and Miyuki have a big accident.
