When a corrupt businessman decides to run for mayor and starts eliminating opponents from the rival mafia, a former police captain serving time for murder is secretly released and put in charge of a special task force to arrest him.

The Hyodo-gumi boss—part of Tendokai, Japan’s largest yakuza syndicate—has been brutally murdered. Kazuma Washio (Hitoshi Ozawa), the head of the Washio-gumi and Tendokai’s wakagashira (underboss), is convinced that Yoshinari Myojin (Sho Aikawa), a former Tendokai wakagashira-hosa now running Tokyo’s underworld of thugs and mafia, is behind the killing. Around the same time, Tendokai's 5th-generation chairman Katsushige (Hakuryu) orders Washio to secure a woman named Nagi Toyama (Akane Hotta). Washio sets out with his men, Okita (Yasukaze Motomiya) and Date (Hideo Nakano), but they’re ambushed by a group of heavily armed youths. Barely escaping, they manage to bring Nagi to their hideout—only to discover she’s a key player in a power struggle over the Tokyo Casino Project. And so begins the greatest conflict yet, entangling yakuza, mafia, street gangs, the police, and even the state itself—

After serving prison time as a scapegoat in a yakuza conflict, Tatsu (Yamaguchi Yoshiyuki) is met upon release by his sworn brother Ryu (Yasukaze Motomiya), who reveals that their gang was dissolved by a mysterious man named Gizmo and everyone has gone their separate ways. Ryu proposes they run a ramen shop together, Ryu Hanten. But trouble follows when former rivals Jin (Hitoshi Ozawa) and Kazu (Kazuyoshi Ozawa), whose gang was also disbanded by Gizmo, open a competing shop nearby called Ramen OZAWA. As a fierce ramen rivalry erupts, Gizmo’s sinister influence closes in once again.

Suddenly, masked assailants strike both Himuro and Tamura. Tamura corners one of them, but a terrified young girl (Yakuwana Tsumi) distracts him, letting the attackers slip away. Meanwhile, rogue member Shigeru Fujita (Yokoyama Ryo)—who defied both Tora and Toryukai boss Higashino—arrives in Kobe, intent on revenge against Tamura. To rein him in, the Sakota-gumi dispatches underboss aide Hayashi (Namioka Kazuki). The head of the Tatsumi family falls ill and dies after requesting that his son, who disappeared 15 years ago, takes over. The Tatsumi family, including the young head Ryu, decides to search for his son's whereabouts in order to keep his will. They finally find his son and learn he is now a woman. Meanwhile, the hostile Honjoukai are plotting to steal the Tatsumi family's territory.

While enjoying teatime at the Kawatani residence, Himuro (Yasukaze Motomiya), Tamura (Yoshiyuki Yamaguchi), Nakajima (Yoshimi Tachi), Kawakami (Tatsuya Nakazawa), and Kawatani (Hitoshi Ozawa) exchange updates on their recent activities. However, Kawatani seems unusually restless—he had made secret plans with Nakajima to visit a soapland. Himuro and the others are exasperated, but just as Kawatani and Nakajima are about to sneak off, they’re stopped by Kawatani’s wife, Minami (Rin Asuka), who insists they join her for a takoyaki party. Desperate to escape, Kawatani and the others begin plotting their getaway…

Meanwhile, Himuro heads to Toryukai in Ibaraki to find out that the land being redeveloped by Hirokawa Kanko, which is affiliated with Itonaka Construction, is being handed over to a company affiliated with Marukami-kai.
