Corporal Blake is sent to apprehend the murderer of François Breault. All evidence points to Jan Thoreau as the guilty man. Blake arrives at Thoreau's cabin while he is away and is greeted by his wife Marie. Posing as a friend of her husband, Blake learns that Thoreau and Breault had quarreled shortly before the murder. This, together with Breault's dying accusation that Thoreau was his murderer, seems undeniable evidence. Blake, fascinated by Marie, agrees to let Thoreau escape, providing that she become his mistress. After much anguish, she consents. When Thoreau arrives, Blake arrests him but during the night Marie helps him escape. Blake goes in pursuit.

After a prologue where we are shown the backgrounds of Wilhelm II and Woodrow Wilson, we see the story of Conrad Le Brett from Alsace-Lorraine. Forced to fight for Germany Conrad, sees soldiers taking girls into a church to rape them and kills one who murders a baby. Shot in the encounter he is taken to a Brussels hospital run by nurse Edith Cavell where he falls in love with American nurse, Amy Gordon. After Edith Cavell assassination and the murder of Conrad’s sister Vilma by the evil Lieutenant Ober Conrad honors her dying request that he go to America and defend Alsace-Lorraine's reputation. Once there he convinces President Wilson that Alsatians should be allowed to enlist. Fighting with the "doughboys," Conrad kills Ober, and after the armistice, returns to Amy.

The daughter of an Arab sheik falls in love with a French naval officer, thus breaking the strict rule of social law of her people, as well as her religion.

Wicked Russian Grand Duke Bagroff becomes infatuated with Thanya, but she loves American artist Vance Holden. When Thanya's revolutionary brother Boris tells her that he plans to kill Bagroff, she agrees to help. The plan fails and Boris and Thanya are captured, but they soon escape to Paris where Thanya rejoins the struggling Vance. Bagroff finds Thanya and tells her that he will make Vance famous if she consents to be his mistress. Thanya agrees and Vance becomes an overnight success. Then, as Bagroff and Thanya prepare to spend their first night together, Boris appears and kills the duke, thereby allowing Thanya and Vance to spend a peaceful, successful life together.

Ivan Mussak, the head of the Russian secret police, is responsible for the murders of thousands of Jews and the forced exile of thousands more. Isaac Gruenstein and his infant daughter Miriam are the only members of his family to survive one of Mussak's massacres, and Isaac is exiled to Siberia. Miriam, however, becomes Mussak's ward and is raised by nuns in a convent. Eighteen years later Isaac dies in Siberia, but before he does he writes a note to his daughter and gives it to fellow prisoner Rachel Shapiro, who manages to escape and, by chance, finds Miriam. However, circumstances have changed in the past 18 years--and Miriam is now Mussak's mistress.
