Kaleab and Jemal are two who are willing to endure any travail to reach America and what they deem as a promise of a better life, but is it? Along the way Kaleab meets Winta, who is from neighboring Eritrea and on a similar journey as Kaleab. Kaleab and Winta fall in love with each other as the group of Ethiopians and Eritreans travel an arduous and illegal path from East Africa through Libya, Italy, Mexico and finally to America, but their love for each other is tested thoroughly as the group meets up with violence, sickness and, ultimately, tragedy.

an impending “dirty bomb” attack in Addis Ababa supposedly by the Somali militant organization Al-Shabab with the help of a local Muslim businessman suddenly turns into a complex conspiracy attack against Ethiopia.

While the original film focused on a young man (Ephrem) who joins a secret group called the "FBI" and navigates a romantic dilemma with a woman named Afyam, FBI 2 escalates the physical comedy and situational humor. The story follows the main characters through a series of misunderstandings and amateur "espionage" missions, often parodying tropes found in Hollywood action films but set within the local context of Addis Ababa.
