To celebrate his 30th acting anniversary, Kōji Matoba stars as Seiji Oda, the fiercest member of Tendokai, who joins the organization under Kazuma Washio (Hitoshi Ozawa). In 2011, Tendokai dominates Kanto, while the rising Santōkai threatens them.
