Yamazaki-gumi’s head, Kawatani (Hitoshi Ozawa), with Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi) at his side, was recognized for his achievements and appointed as the Kyowakai’s main family Wakagashira. As Yamazaki-gumi steadily gained power, Himuro worked to expand the organization further, focusing on internal reform and establishing legitimate business operations. Meanwhile, a minor clash between Tamura’s young members and the Yanagase Rengokai sparked a new conflict, spreading across all of Gifu—another war erupting in the wake of the Osaka battle!
Himuro (Yasukaze Motomiya), wakagashira assistant of Kyowakai, and Tamura (Yoshiyuki Yamaguchi) eliminate Fukumoto, chairman of the West Japan Mutsumikai, in a chaotic firefight. With the death of Nobuhide Oriki (Tokuma Nishioka), a brutal succession battle erupts within the Oriki-gumi. Kobe in the Showa era. Within the Hamasei-gumi, a branch of the Yamaga-gumi, there were two men known for charging ahead purely on emotion—the Okanaka brothers. The older brother, Hirokazu (Hitoshi Ozawa), and the younger, Ryuji (Yasukaze Motomiya), shared the same family crest, but if something rubbed them the wrong way, they wouldn’t hesitate to beat even their own allies half to death. One day, Ryuji causes trouble by wrecking a gambling den run by the Umeda-gumi, leaving him with no place left in Kansai. Hirokazu takes responsibility for the incident and leaves the yakuza world, becoming a civilian… but fate is far from done with the brothers.
After running amok, Omiya of the Mikami-gumi-affiliated Omiya-gumi is killed. Himuro (Yasukaze Motomiya) is framed for the crime. Tamura (Yoshiyuki Yamaguchi), who admired Omiya, rebels against Himuro and declares himself the new Omiya-gumi boss. Worried about Himuro facing Tamura’s rampage, Mikami-gumi head Mikami (Eiichi Furui) entrusts him to Kawatani (Hitoshi Ozawa), the head of the Kyowakai Yamasaki-gumi and Himuro’s sworn brother. Meanwhile, Tamura heads to Osaka to elevate Mikami to the position of Kyowakai Wakagashira. Thus, the clash between Himuro and Tamura draws near.
Not long after the end of the Tohoku conflict, Kyowakai Chairman Kudo (Hakuryu) is attacked. He narrowly survives, but soon after, Himuro (Yasukaze Motomiya) is also shot by a hitman. Thanks to a counterattack led by Tamura (Yoshiyuki Yamaguchi) and the others, the assailants are captured, revealing that the attack was ordered by Sakashita, head of the Sakashita-gumi in Fukui, a group connected to the West Japan Mutsumikai. Seeking revenge, Kawatani (Hitoshi Ozawa) takes the lead in preparing Kyowakai for a full-scale war against the West Japan Mutsumikai, mobilizing the entire organization. However, Kudo intervenes and orders a withdrawal from Fukui.
Sakamoto Toshiya (Kawahara Hideyuki), a young assistant head of the Yamashinkai, is imprisoned himself after his partner is killed in a feud with the Takahara family. When Sakamoto was released from prison eight years later and returned to the Yamashinkai, the organization was already under the control of the Takahara family and was involved in the sale of shabu, which was a taboo practice. Sakamoto tries to rebuild the organization with Yamahashi and his subordinate, Asada, but the Takahara family spots him and the chairman, Hirano, excommunicates him.
After the anti-yakuza laws drove the yakuza out, state power took their place, draining every last drop of profit. The Kanagawa Prefectural Police secretly control the drug market. Sakaki (Sho Aikawa), the third leader of the Kanto Kurogane Union, which promotes the decline of the nation and the eradication of drugs, sends his right-hand man Hidari (Hideo Nakano) to infiltrate the narcotics division under the department head, Rizaki (Hitoshi Ozawa), who oversees the drug market. A bloody purge by Sakaki begins against the police, who enrich themselves through yakuza and mafia-like tyranny!

Sakaki (Sho Aikawa), the third-generation leader of the Kurotetsu Union, sets his sights on the Hayakaba-gumi, which operates at Daikoku Pier, and sends Hidari (Hideo Nakano) and his team, "Chains," to investigate the drug route. Disguised as a money counterfeiter, Left infiltrates the gang but becomes entangled in an internal conflict. As Hidari goes missing after being shot, the "Chains" are thrown into disarray.
