The first installment in the Yakuza/Like a Dragon franchise, which has shipped over 30 million copies worldwide, has been adapted into a live action work that remains almost faithful to the original. Produced by the cast and staff of the hugely popular franchise Unification of Japan, which depicts the Japanese underworld, the adaptation is fully supervised by Ryu Ga Gotoku Studio. The story follows the events leading up to the video game Yakuza Kiwami 3 & Dark Ties.

Fearing the influence of Sakaki (Sho Aikawa), the Metropolitan Police Department launches a crackdown operation against the Kurotetsu Alliance and detains him. Meanwhile, a series of assaults targeting Japanese women begin to surge in the city, alongside the quiet emergence of a criminal group of illegal immigrants known as “Ashinashi,” who engage in drug trafficking. While the police send in forces led by Hidari (Hideo Nakano) to suppress the situation, communication with the “chains” is cut off, leading to chaos. After the anti-yakuza laws drove the yakuza out, state power took their place, draining every last drop of profit. The Kanagawa Prefectural Police secretly control the drug market. Sakaki (Sho Aikawa), the third leader of the Kanto Kurogane Union, which promotes the decline of the nation and the eradication of drugs, sends his right-hand man Hidari (Hideo Nakano) to infiltrate the narcotics division under the department head, Rizaki (Hitoshi Ozawa), who oversees the drug market. Yasu (played by Matoba Koji) enjoys fishing at his leisure and works as a private detective. Their next client is Daisuke, a junior from their middle school days. Despite marrying into a wealthy family, Daisuke is treated like a slave. His wife, now the mistress of a yakuza, orders him to find the "Bodhisattva statue," an inherited treasure that was sold off. As Yasu and Kenju begin their search, they uncover that the statue hides a "nuclear secret" capable of shaking the nation.
