The trail leads to Sanko-kai, a Kansai syndicate forming ties with a Korean underworld led by Myojin Akinari (Noboru Kaneko), brother of Washio’s old rival. Ren Hoshizaki (Takahiro Kuroishi), a lone drifter, is hired by Katsuya Dojima (Daisuke Motoki), boss of the Dojima-gumi, to brutally assault Kuroda of the Tojin Alliance. With the death of Nobuhide Oriki (Tokuma Nishioka), a brutal succession battle erupts within the Oriki-gumi. By vote, Nobunaga (Hitoshi Ozawa) becomes second-generation boss, forcing his brother Nobuyuki into rebellion. In the bloody aftermath, Nobunaga kills both Nobuyuki and his relative Nobuyasu Iwasaki (Hitomi Matsuda). Tragedy deepens as his right-hand man Masahide Hirako (Jiro Okazaki) takes his own life, and his father-in-law Michizo Saimon (Shinzo Hotta) is assassinated in a coup. Now as boss, Nobunaga sets the underworld in motion once more: Ujiyasu Nanjo (Sansho Fukami) rises in Kanto, Motonari Mōriya (Shinichi Chiba) expands in Aki, and in Nagano the fated clash of Kenshin Uemura (Ryuji Harada) and Shingen Takebe (Shun Sugata) begins. After driving back the Kanto-based Tojin Alliance, the Osaka hangure group Battle Family, led by Kenji Tsukino (Ryohei Abe), stands victorious. Yet the powerful Kanto Sanrenwakai, which controls the Tojin Alliance, continues to seek revenge as part of its planned expansion into Kansai. One night, Battle Family members are drinking at their usual hangout—a bar owned by Yuya (Kaname Endo)—when Kenji is confronted by an old acquaintance, gangster Fujiyoshi (Honkon). Tensions flare, and Kenji and Yuya end up beating Fujiyoshi to death. Unbeknownst to them, Fujiyoshi was a sworn brother of Hanashiro (Hitoshi Ozawa), the wakagashira of the Fujimasa-gumi, where Kugisaki belongs. To settle the score, Kugisaki summons Kenji and orders him to kill Yuya. At the same time, the Tojin Alliance begins moving into Kansai, hunting down the Battle Family. With enemies closing in from all sides, a new and deadly conflict begins.
The Tendokai is attacked by the Daitoa-dan. Believing there's a traitor within the organization, Washio (Hitoshi Ozawa) orders Oda (Kōji Matoba), a wakagashira-hosa of Tendokai who has just been released from prison, to investigate. Meanwhile, Washio presses the client behind the whole affair, former METI official Masaoka (Jiro Okazaki), to reveal the truth. But before long, both Nagi Toyama (Akane Hotta)—whom Washio was protecting—and Sumire (Kokoro Nakayama), daughter of Washio’s former senior Kawashima (Naomasa Rokuhira), are kidnapped by Daitoa-dan. To make matters worse, Sumire is drugged and used as bait to lure Washio out. Blinded by rage, Washio storms the Daitoa-dan headquarters alone— But what awaits him there…? An epic finale marking the 20th anniversary of All In Entertainment, featuring a star-studded cast that defines the ninkyo (chivalry) genre! The fall of Yoshimoto Imanishi spreads Nobunaga Oriki’s (Hitoshi Ozawa) reputation across Japan. In Omi, he forges a brotherhood oath with Nagamasa Asakawa (Daisuke Nagakura), further extending the Oriki-gumi’s influence. Alarmed, National Police Agency Director Ichijo (Masahiko Tsugawa) orders their destruction. Meanwhile, Ieyasu Tokusawa (Yasukaze Motomiya) abandons the Imanishi-gumi, declaring independence as the Tokusawa-gumi. Upon learning this, Nobunaga extends his hand, joining forces with Tokusawa in pursuit of nationwide unification. Elsewhere, Yoshiaki Ashitaga (Kazuyoshi Ozawa), ousted from the Murohachi Alliance, seeks to rebuild it, turning to Shingen Takebe (Shun Sugata) for aid—but is coldly passed around. And from Fukui, Mitsuhide Akashi (Mikio osawa) of the Amakura-gumi moves the pieces of the board, pulling the Oriki-gumi into the next great upheaval.

In the downtown area, the "Kitano-gumi" Yakuza organization has deep roots. With its old-school Yakuza spirit, it has been trusted by the local community. The organization’s baseball team, led by former professional baseball player and young boss Nishida (played by Yoshihiko Takahashi), is popular in the area, filled with former baseball players. However, the town is being swallowed by the redevelopment plans of the wealthy SFF Company. With no tourism resources, the downtown area has turned into a shuttered shopping district. One day, the chairman of the local merchants' association, who had been showing desperate resistance, mysteriously dies. The Kitano-gumi, suspicious of the police’s handling of the case as an accident, begins its own investigation. The organization uncovers a connection to SFF Company and a shadowy new group from Kansai, the Fujinami-gumi. This sets the stage for the conflict between the Kitano-gumi and the Fujinami-gumi...

The Hyodo-gumi boss—part of Tendokai, Japan’s largest yakuza syndicate—has been brutally murdered. Kazuma Washio (Hitoshi Ozawa), the head of the Washio-gumi and Tendokai’s wakagashira (underboss), is convinced that Yoshinari Myojin (Sho Aikawa), a former Tendokai wakagashira-hosa now running Tokyo’s underworld of thugs and mafia, is behind the killing. Around the same time, Tendokai's 5th-generation chairman Katsushige (Hakuryu) orders Washio to secure a woman named Nagi Toyama (Akane Hotta). Washio sets out with his men, Okita (Yasukaze Motomiya) and Date (Hideo Nakano), but they’re ambushed by a group of heavily armed youths. Barely escaping, they manage to bring Nagi to their hideout—only to discover she’s a key player in a power struggle over the Tokyo Casino Project. And so begins the greatest conflict yet, entangling yakuza, mafia, street gangs, the police, and even the state itself—
