This is the true story of Kim Hee-ro and his fight for justice in Japan. On February 20, 1968, two Japanese gangsters were killed in a cabaret in Shizuoka, Japan. Kim Hee-개, a Korean resident of Japan, was accused of th crime. Kim held 13 people hostage in a nearby hotel, trying to have his story of constant intimidation and threats by the gangsters told, but eventually he was captured and sentenced to life imprisonment.

Kim, Du-han earns the wrath of the Yakuza boss, Konoe, when he saves the life of Korean freedom fighter Hwang Ryong. Konoe hopes to hire the assassin Shirasoni to kill his enemies but Shirsoni, opposing Japan's colonial stance in Korea, is driven into Kim Du-han's camp instead and they, together with Hwang Ryong, unite to drive the Yakuza from Seoul.

A battalion of North Korean soldiers sieze Eoluk Isalnd on the east coast of Korea. The villagers organize a resistance and set a date to strike back at the occupying force which is terrorizing the population.

When a young nobleman drowns while visiting their shore, the superstitious villagers go to the local shaman asking him to perform a rite to marry a living woman to the dead man so he will not take revenge. The shaman refuses, claiming that the ritual can only be held every 10 years. The villagers ignore his warnings and attempt to perform the ritual themselves, but only succeed and calling disaster down upon their land.
