The year is 1931. Prince Tokugawa Yoshinobu holds absolute control over Japan. Remnants of the Meiji era’s culture can be seen around the city, but scientific technology and Japanese esoteric cosmology Onmyodo are also developing. Yet lurking behind the glitz is Kuchinawa, a dissident group planning the assassination of the prince. Tasked to extinguish these dissidents is Nue, the government’s secret executioner group. Sawa Yukimura, who works for this organization, suffered at the hands of the Kuchinawa boss. Her entire family was murdered and she dedicated her life to avenging their death.

Starlight is a play loved throughout the world. Karen and Hikari make a promise with each other when they're young that one day they'll stand on that stage together. Time passes, and now the girls are 16 years old. Karen is very enthusiastic about the lessons she takes every day, holding her promise close to her heart. Hikari has transferred schools and is now away from Karen. But the cogs of fate turn, and the two are destined to meet again. The girls and other Stage Girls will compete in a mysterious audition process to gain acceptance into the revue.

The stage emulates life and compresses it, setting free skills learned over lifetimes in brief but dazzling displays for the amusement and judgment of others. For the performers, it is the ultimate risk, and some will rise while others must fall. Nowhere is this truer than at the Seisho Music Academy, where music, dance and real weapons all come into play in the creation of the next great Star. Karen and Hikari’s destinies have been linked since a childhood promise, but their journeys here have taken very different paths. Now, after Hikari leaves, Karen must discover who she is without her opposite, while Hikari must rediscover her own course. Nor are they the only girls who must reassess and change if they want to achieve their dreams, as the dance, magic, and swordplay continue!

At the Seisho Music Academy, the 99th Graduating Class is rehearsing for the annual production of the theatrical play, Starlight. Behind the scenes, however, an underground "Revue Starlight" audition, orchestrated by a talking giraffe, pits the students against each other in stage battles in order to shine as the top star. Karen Aijō, upon being reunited with her childhood friend Hikari Kagura, comes across these auditions and battles to become the top star alongside Hikari.

Revue Starlight ―The LIVE Seiran― BLUE GLITTER is a spin-off of Revue Starlight ―The LIVE― #2 Transition and features the students and staff of Seiran General Art Institute, which aims to win the national high school drama championship overall. Koharu Yanagi, head of the drama major in the stage department, is impatient because the performance has not been decided. The impatience spreads to deputy chiefs Ryo Minamifu and Hyonami Honami, and the gears of the three people slowly start to go haywire.
