Kimichika Kazama is an instructor at a police academy. He is keenly observant and watches over his students. He is calm as an instructor and has charisma, but strict. Students with various backgrounds attend the police academy with their own reasons of becoming police officers. They feel pressure having to follow the strict rules and have anxiety about getting kicked out of the academy. How many students will graduate among the 90 students? What is the real purpose of Kimichika Kazama giving hardship to the students?

Kyojo is a school that trains future police officers. These include tales of a group stranded in the mountains and haunted by guilt over a death they inadvertantly caused, an emotionally broken chessmaster pressed into playing a real-life game for an eccentric millionaire, a wandering medieval samurai who finds a modern-day cell phone on the ground and a person on the other end asking questions about the past, and a young couple who agree to try a computer simulation of what their future as husband and wife would be like.

After Detective Shunsaku Aoshima is promoted to section chief he has the daunting task of dealing with eight cases at the same time, which includes a murder case, bomb threat, and a bus hijacking. Complications also arise between Detective Aoshima and his juniors.
