Burning Flame is a TVB modern action drama that focuses on the duties and challenges of Hong Kong firefighters. It is the first installment in the Burning Flame series. The series was specifically filmed to celebrate TVB's 31st Anniversary and was supported by Hong Kong Fire Services Department.

During the later years of the Kangxi Emperor's rule, his many sons were vying for the throne. The fourth prince, aided by Lusi, Nian Gengyao, and Han Chong, while the fourteenth prince had the support of martial arts master Zeng Jing. The competition between the two became intense. Lusi developed a romantic relationship with the fourth prince while Zeng Jing also had feelings for her, making their situation more complicated. Later, the fourth prince killed Kangxi and altered the imperial edict, successfully usurping the throne and naming himself Emperor Yongzheng. From then on, Yongzheng ruthlessly eliminated dissidents and even betrayed those who helped him, causing Lusi to regret her involvement. Ultimately, the fourteenth prince plotted to assassinate Yongzheng with the help of Zeng Jing and Lusi, igniting a fierce battle.
Gao Tianyuan and his wife Zhuo Feng'er live in seclusion in the Tian Shan mountains due to his father's dismissal from officialdom. The soon-to-be Monk Talkative does his best to understand when Fairy Yeh explains what must be done. Rabbit spirits have escaped from the heavenly garden, and must be recaptured. These bunnies can assume human female form, and gorgeous forms at that. One is played by Pang Dan, who happens to be the soon-to-be Monk Talkative's wife. Talkative finds the explanation hard to follow but decides to help.

Cheung, a 23-year-old unmarried travelling scholar, stops by the monastery, where he sees a beautiful woman. Against the rules, Monk Faben allows Cheung to stay and woo the girl, Ann-Ann. She is shy, and also the Prime Minister's daughter, so the wooing is arranged by Ann-Ann's maid Hung.
Bandit Chao investigates the theft of the Tianyi Holy Water from the Shengshui Palace and discovers that his friend Nangongyi, the leader of the Beggar Clan, and the monk Wuchin are involved and want him dead. Chao sneaks into the palace and overhears Shang Yan, a disciple of the palace, reveal the truth about how Shuimu framed him to cover up a secret. The three engage in a life-and-death battle.
