A young lawyer named Vakil Ahmed earned the nickname "The Oddball" for his honest and truthful words, as well as the purity of his soul. Many people in society give and receive bribes, including Vakil Ahmed, which causes him to lose his faith. Thanks to the worker Salim, Vakil Ahmed is released from prison.

The Parthians are a warlike people who lived in ancient times on the territory of today's Turkmenistan. However, our acquaintance will not be with them, but with their distant descendant, the guy Murad, who begins service in the Soviet Army and cannot get used to the strict routine of army everyday life. But, as befits a comedy, the hero finally turns from a klutz into an exemplary warrior and, moreover, conquers the heart of the Lithuanian girl Justina.

The film tells about the people who built a full-flowing river in the very heart of the Black Desert — the Karakum Canal, linking the waters of the Amu Darya and the Caspian Sea. Life and work in the desert are far from easy, yet the film focuses not on the harshness of everyday life but on the moral atmosphere within the working collective.
