A young girl is trying to live an honest life in a crooked city. Caught up with a crook that might be the son of a millionaire and other crooked people, she must attempt to reform things, or at least one person.

Burke Harlan an artist, saves Anne Warren from auto thieves, but he is wrongfully arrested and accused of stealing her car. The girl's father is a criminologist and has Harlan released into his custody as he would like to try to reform the young man. Harlan finds this highly amusing and goes along with the idea, mainly because it will allow him to be nearer lovely Anne. He does his best at convincing he is a delinquent, however Anne has a beau who is the police commissioner. But the clever Harlan outwits everyone and elopes with Anne before revealing his true identity.

After Ned Hamilton is rejected by his girlfriend, he travels to Japan where he hears an old legend about the Willow Tree Princess, who kills herself so that her lover will go off to battle. When he makes a purchase from Tomotada, an image maker, he meets his pretty daughter O-Riu, and they recreate the events of the legend.

To convince Martha of the merits of kissing, the shy Rudolph asks Pell to kiss her in the dark, and when she responds favorably, Rudolph claims the credit. Martha discovers that Pell, to whom she is attracted, actually kissed her, but things become confused when Mrs. Irene Chandler also demonstrates an interest in Pell. After several amatory mix-ups, everything is cleared up, and Pell and Martha leave the party together.
