Reminiscent of Martin Scorsese's 1985 production, After Hours, this film narrates the events of a night in the chaotic backstreets of Beyoğlu in Istanbul. The day he receives his wage, and after arguing with his wife, Haydar (Tarik Akan) leaves the house in a fury and heads to Beyoğlu for a wild night out. However, a prostitute and her pimp bring him such troubles, and he finds himself penniless and in police custody.

Cellat, the Turkish version of Death Wish, sticks fairly close plot wise to the template of the American film, with some scenes and bits of dialogue being almost identical. However, it also deviates from its inspiration at times and is at its most interesting and valuable in these little moments, providing lurid snapshots of a place and a culture.

The waste from Zülfü Ağa, one of the city's wealthy residents, is being dumped into the river, which has caused the poisoning. Nazmi decides to report the incident. Although Zülfü Ağa and the mayor try to convince Nazmi not to file a complaint, Nazmi reports the situation to the prosecutor. After Nazmi's complaint leads to the closure of his factory, Zülfü Ağa decides to take revenge on Nazmi for ruining his business.
