Despite the peace efforts of Souryukai's Senior Advisor Yudai Kanou (Yudai Ishiyama), the conflict between the Souryukai and Sakata family only intensifies. Led by Executive Director Takeshi Kanzaki (Hitomi Matsuda), the Souryukai is designated under the Anti-Boryokudan Law, prompting Umezawa (Hoka Kinoshita) from the Osaka Prefectural Police to conduct a raid. Upon receiving the news, the Daitoua Union demands a response from the Fourth-Generation Sakata family. In the midst of this, the retired Third Generation head Tatsuichi Kuroki (Jiro Dan) suddenly collapses and falls into a coma. His biological son, Kanzaki, goes to see him...
Having barely survived, Soma returns to the fold. Munakata and Sawamura raid Sudo’s hideout, but a hail of gunfire wipes out their leads. Meanwhile, a scandal involving Minister Kanzaki—engineered by Nawa-kai—hits the tabloids, only to be silenced under pressure from both Hachio-kai and Toyokai.
With Munakata Seizo as boss, Sawamura Ryuichi and Soma Kunihito establish the Munakata-gumi under the banner of Resshikai. In order to settle a business dispute, a mob leader murders one of his own teenage sons. The surviving son vows to avenge his brother's death, and organizes his own gang of teenage killers to destroy his father's organization.

However, Chairman Yukihiro Kawaji (Hitoshi Ozawa), wary of the Anti-Boryokudan Law, hesitates to make the first move. Thus, instead of starting a full-scale gang war, he entrusts Takeshi Kanzaki (Hitomi Matsuda) with carrying out revenge on the direct perpetrators and mastermind. Where had Kanou's plans leaked from? Vice Chairman Shinji Wakamiya (Kazuyoshi Ozawa) discovers that the day before Kanou was killed, Daisuke Sakai (Daisuke Nagakura), Chief of the Fourth-Generation Sakata family, met with Eiichi Konkai (Eiichi Furui) of the Sakuraba clan. After extracting the truth from Konkai, Kanzaki goes after Sakai—but Sakai and his men are headed for Kanou's gravestone...
