A goon, Rajaraman, enrols himself in a medical college to fulfil his father's dream. He defies the college rules and creates problems for Dr Vishwanathan.

The story, set in the backdrop of Nallore, a small town in Thoothukudi District, revolves around Sub-Inspector Durai Singam, a brave and just policeman who serves in his hometown primarily to fulfill his father’s wish. Durai Singam settles every dispute in his town patiently with his words of wisdom and resorts to force only when the situation demands it. Kavya, a city girl who comes on vacation to Nallore, falls in love with Durai Singam. Erimalai, Durai Singam's bumbling colleague and friend, often accompanies him.

To safeguard themselves, the gang sets out to wipe out the junior doctor. She meets Perumal (Sundar C), a petty thief who does the job of recovering loan for an agency. He eventually vows to protect the junior doctor from her distress by putting an end to the gang and their atrocities.

Karuvarai, being a prime example for an utopian village which has no crimes, people are taught self-discipline as a way of life,and honesty and hard work is valued. The villagers even shun a prestigious award for the model village, but don't want the local politicians to interfere in their way of functioning, which earns wrath of politicians.
