Yū Amagi is a slightly eccentric detective who has been assigned to the Twelfth Section of the Tokyo Metropolitan Police Department's First Investigative Division from the Lost and Found Centre. The Twelfth Section is called the "graveyard of detectives" and ridiculed as the "banishment room where hardened detectives who cannot be fired are sent." Its assembled detectives Kōsuke Samura, Takumi Yamashita, Keita Nagasawa, Tamaki Mizuta, and Masatoshi Katagiri are elite and yet oddballs. Amagi appears fixated with time which seems to have no relation with a case. Raising questions about the timelines of the perpetrator and victim derived from the estimated time of death, time of crime, time of alibi, and time limit, he searches for the meaning of "blank time" which arises from this. He obsesses over the weight of every minute and second of time because of some incident.
TOKYO MER is formed by order from the Governor of Tokyo. The name of the group stands for TOKYO Mobile Emergency Room. The members are emergency care professionals and they are to go to sites of dangerous accidents and disasters by ER car. Their ER car is a large vehicle equipped with the latest medical devices and an operating area. There, TOKYO MER saves lives of the injured. Kōta Kitami is a doctor for TOKYO MER and its leader. He holds a strong conviction that, regardless of the dangers, he will go to accident sites to save lives.

Ritsu Hayakawa, a college student lives in happiness together with his sweet family; younger brother, younger sister, and mother, Kyoko. Their smile and Mom’s rice omelet always make him happy. He notices how deeply Kyoko loves her family, and how important meals are, then he decides to prepare meal for them to maintain his family’s life. One day, Ritsu comes to know that he doesn’t related by blood with Kyoko. He is an adopted child. Ritsu goes to see his biological mother, Maya, then he sees Maya treating his biological brother, Ruka, cruelly. Then he becomes to want to help Ruka from his mother.
The story follows detective Heizo, played by Koshiro Matsumoto, who investigates Tanbei Chigashira, a notorious thief. Kumehachi, a former member of Tanbei's gang, claims that their former leader is an impostor. The real Tanbei Chigashira followed three strict rules: do not kill, do not rape women, and do not steal from the poor.

Saku Shingo is a non-career police officer but rose to become a director at an unusually young age. He is one of only 10 directors in the Tokyo Metropolitan Police Department’s First Investigative Division. Directors are the ones that take command of investigation task forces which are set up when major crimes such as murder and kidnapping take place. An investigation task force gathers some 40 – 100 investigators from the Tokyo Metropolitan Police, the police precinct concerned and neighbouring precincts. A director is the leader at an investigation scene who manages this hastily assembled group and is required to come up with a solid investigation plan. Hidetada Tokugawa died suddenly and the death of the Shogun upset the Tokugawa system, and was concealed by a part of the Oku-cho. To top it off, Hidetada's successor had not yet been determined. Originally, there should be no objection that the legitimate son, Iemitsu, succeeds as the third shogun. But a gap was beginning to grow between the Tokugawa Shogunate andToshikatsu Doi. Doi, who scrutinizes the cause of the general's death, stealthily examines Hidetada's stomach, but is suddenly caught by someone who appears. It was nne other than Shogun Yasunari, a shogun swordsman. His autopsy reveals that Hidetada's death was due to arsenic.
