Upon his arrival to Dragon Island, ronin Yagi Hanzo, is propositioned by various shady individuals representing rival gangs to lend his services to them. Branded an enemy for his refusal to become involved with either side, he soon finds himself caught up in an intrigue extending beyond petty gang rivalries, involving a plot by Daimyo in Kyoto to overthrow the government.

At the crowded Komatsuya in Kawadome, travellers are holding a secret art contest to relieve boredom. However, a thief goes around. During the sudden commotion, a young man called Gentaro begins to perform magic tricks. This magic trick brings out the lost wallets of the travellers one after another. Even the thief himself, Shinzo, is surprised by this trick. Gentaro hears that Okinu, daughter of Kutsukake Jinbei, is looking for Eijiro, the young boss of Omaeda. Gentaro arrives and introduces himself as Eijiro Omaeda. He moves to Kichibei's family in Sakamoto-juku where he meets Okinu's father who needs help.
When Katsukawa, a low ranking vassal, learns that his greedy superior, Tatewaki, has hatched a plan to expand his territory, he and his comrades decide to take matters into their own hands. Lots of action in this all-star production from Toei Films, the foremost studio during that era. As with so many of their films, this is highly entertaining, with lots of plot twists and exciting swordplay
