Isabel moves with her two children into a very prestigious building that has a very peculiar admission method but at a very affordable rental fee. Once approved and settled, three elderly neighbors from the lower floor will turn their lives upside down.

Julián Lemar, a best-selling suspense writer, goes on vacation with his family to a cabin in the woods. German Oesterheld who wrote The Eternauta goes to apply a new job in the most prolific argentine publisher on those days. The comics of this publisher are simple and plain in style with a constant particular feature; the bad boys are always the indians, the cubans or the aliens. When German arrives a revolution between publishers writers and comic driver is begun because they feel attracted am jealous for the teachers arrival. The military dictatorship government rules the streets and everywhere even in the publisher building the things and relationships begun to change and German has to be hidden to be able to let know his toughts.

The film is about three friends in Buenos Aires: Paco, Salvador and Dino, going through their common history at three moments in their lives: the years '76, '89 and 2003.

Film composed of nine short films. Short Stories 0, was released in 1993 and did not yet have that name because they were separate shorts. It would later become the prestigious annual short film competition for directors organized and produced by INCAA.

This documentary pays homage to 76 89 03, the controversial 2000 film directed by Cristian Bernard and Flavio Nardini. 76 89 23 seeks to deconstruct the past and present from a socio-political, cultural and economic approach, exploring key moments in Argentine history.
