Upon being released from prison, Kim Du-han begins rebuilding his street gang in the face of Hayashi's Yakuzas and increasing Japanese influence.

Following the final events of General's Son 2, Kim Du-han is forced to go on the lam but eventually returns to Jongro where he attempts to rebuild his gang with the brothers that are still alive and loyal and defeat Hayashi's Yakuzas once and for all.

At the close of the reign of Sin the Great in Goguryeo (B.C.37-A.D.668), royalist Uso is executed by a false incrimination made by a treacherous retainer Yangsin and his sister Jangssi. His daughter becomes a royal concubine of King Nammu, and called Her Majesty Yeonghwa. She revenges herself on the party of Yangsin. After the king passes away, she makes his brother Yeonu accede to the throne and has the whole country under her thumb. But she has no child. With the outbreak of the Korean War, Su-ji and Oh-mok lose their parents. Along with their brother Su-cheol, they go live with their mother's parents. As they go to take refuge, Su-ji loses Oh-mok by accident. Time passes and with her older brother Su-cheol's success, Su-ji enters the high society. But due to the guilt of losing her younger sister Oh-mok, she does a lot of charity work constantly looking for Oh-mok. When Su-ji finally finds Oh-mok in an orphanage, she turns coldly away from Oh-mok for not having any evidence to prove that she is her sister. Oh-mok marries Il-hwan whom she has met at the orphanage and they live a hard life. Finally, Su-ji is convinced that Oh-mok is her sister but after living through such hardship, Oh-mok breathes her last.

Kang-wook, a law student at Seoul National University, finds himself in a tight spot financially after losing contact with his family in North Korea. He sells his own blood at a hospital to make ends meet, and there he meets and grows close to nurse Jin-young. As Kang-wook faces financial difficulties, Ki-yong, a son of a landlord's agent, appears and tricks Kang-wook into joining left-wing activities. Ki-yong's true identity is revealed by Yoon-ae, a friend from hometown, leading to his arrest. Meanwhile, Kang-wook and Jin-young marry with the blessings of Professor Park and their friends, while Kang-wook's friend Do-hyeon struggles to hide his feelings for Jin-young. Their sweet days together come to an end with the outbreak of the Korean War, separating them. Jin-young, unable to wait for Kang-wook any longer, decides to flee the war with Do-hyeon. Kang-wook, hiding at Yoon-ae's house, is eventually arrested by Ki-yong and the leftists, who had been freed from prison.

Consequently, they bring Min-Yong, who loses consciousness, to the hospital. On the other hand, Jun wins in the title match with the Thai's champion Okampo. He celebrates his victory with Yu-Ra and Min-Yong. Finally, Min-Yong says goodbye to them and heads for the airport.
