Kyoichi Sakura (Ryuji Harada), the underboss of the Ichihara-kai, is known as the brains of the organization, trusted absolutely by Chairman Ichihara. One day, the boss of the rival Sanno-kai Todo-gumi is shot by a member of the Ichihara-kai. To take responsibility, Kyoichi is expelled from the syndicate. However, it was all part of a trap set by an internal spy. Soon after, loyal followers and other yakuza who had been exiled gather around him, and together they form a new group known as the Hamon-gumi — the exiled syndicate.
