The Kyowakai-Shintokai War came to a close with the disbandment of the Shintokai. While Kyowakai’s second-generation chairman, Kudo (Hakuryu), pushes forward with his ambition to unify Japan’s underworld, Kawatani remains stubbornly indecisive.
