The year is 1940 and Nazi Germany is at the height of its military prowess, having captured most of Europe and eyeing the Soviet Union to the East. The Russian military command suspects hostile intent from Germany and so arranges for its spies to infiltrate ranks of the German military and the SS. Alexander Belov is a Russian spy, who travels from Soviet-held Latvia to Nazi Germany under an alias of Johann Weiss. His mastery of the German language, steel nerves and an ability to manipulate others help him to use his connections in the SS to ascend the ladder of the German intelligence. He uses his position to identify sympathetic Germans, who help him to procure vital intelligence, and to help local resistance movements in their collective fight against Nazism.

The deputy editor-in-chief of an SPD newspaper in West Germany, Karl Waldner, recognizes the former Henlein leader Meißner, who is guilty of the murder of his father, at a meeting of Sudeten Germans. He wants to open the case and hand Meißner over to the courts. But he encounters resistance, even in the SPD, whose right-wing leaders do not want any conflict with the CDU, in which Meißner has an influential position. Waldner, who has been in the party for thirty years, has to rethink his own position. Discussions with his childhood friend Sepp Lukas and memories of their joint attempts to unite the Young Communists and Young Socialists against the Henlein Youth help him to do so. He had just found work again with difficulty. He needs the money because he wants to get married. His bride Helga has just given birth. Film about the third 'Weltfestspiele der Jugend und Studenten für den Frieden' in East Berlin, 1951. West Germany is represented as a degenerate country which has been occupied by the Americans and is still inclined to fascism. We see the construction of the stadium, the departure and arrival of the delegations, the opening and closing by Enrico Berlinguer, a sports event, the parade of the delegations, a visit to Potsdam, folk dancing, and police violence against youngsters from West Berlin who want to visit East Germany because of the games. The film is interlaced with shots from the Korean War and a parade by NATO-troops in West Germany. Featuring Robert Montgomery, Konrad Adenauer, Wilhelm Pieck, Dwight Eisenhower, Robert Leer and Erich Honecker. The crew comprised no less than 24 cameramen. This project was the first great colour film Ivens co-operated in.
