After seven years in prison, Long Si returns to Shanghai to regain everything that he lost. On the train, he got to know more than a dozen heroes and soon thirteen of them became sworn brothers. Long Si only took seven days to regain the dominance of the Shanghai casino. As promised, he divided his casinos among twelve sworn brothers. Unfortunately, the twelve brothers fight against each other because of the greed for profit.

Along the way, the three heroes fall in with a group of local rebels, including the high-kicking Nguen Van Vong (Sibelle Hu).

A wild young woman drives the mysterious Cheng into the kidnapping of a wealthy businessman. The passion between the two lovers escalates in tandem with the violence around them, as events take their own inexorable course.
