Chairman of the Souryukai, Yukihiro Kawaji (Hitoshi Ozawa), is shielded by Executive Director Takeshi Kanzaki (Hitomi Matsuda) who takes a bullet and is severely injured. The Sakata family holds an emergency executive meeting, attended by Detective Umezawa (Hoka Kinoshita) from the Fourth Investigative Division, to deny any involvement. Meanwhile, at the Souryukai, Vice Chairman Shinji Wakamiya (Kazuyoshi Ozawa) and the others begin to prepare for retaliation against the Sakata family. The tension between both sides rapidly escalates — following emergency surgery, Kanzaki narrowly escapes death. Then, at Kawaji's command, the battle finally ignites!!

During the funeral of Senior Advisor Yudai Kanou (Yudai Ishiyama), the Souryukai executives prepare for battle against the Fourth-Generation Sakata family, who were behind Kanou's murder. However, Chairman Yukihiro Kawaji (Hitoshi Ozawa), wary of the Anti-Boryokudan Law, hesitates to make the first move. Thus, instead of starting a full-scale gang war, he entrusts Takeshi Kanzaki (Hitomi Matsuda) with carrying out revenge on the direct perpetrators and mastermind. Where had Kanou's plans leaked from? Upon receiving the news, the Daitoua Union demands a response from the Fourth-Generation Sakata family. In the midst of this, the retired Third Generation head Tatsuichi Kuroki (Jiro Dan) suddenly collapses and falls into a coma. His biological son, Kanzaki, goes to see him...

With the death of Nobuhide Oriki (Tokuma Nishioka), a brutal succession battle erupts within the Oriki-gumi. Now as boss, Nobunaga sets the underworld in motion once more: Ujiyasu Nanjo (Sansho Fukami) rises in Kanto, Motonari Mōriya (Shinichi Chiba) expands in Aki, and in Nagano the fated clash of Kenshin Uemura (Ryuji Harada) and Shingen Takebe (Shun Sugata) begins. But the greatest threat comes from Yoshimoto Imanishi (Naoya Makoto), leading the invasion of Owari. The “war of the elephant and the ant” is about to reach its endgame.

Kobe in the Showa era. Within the Hamasei-gumi, a branch of the Yamaga-gumi, there were two men known for charging ahead purely on emotion—the Okanaka brothers. The older brother, Hirokazu (Hitoshi Ozawa), and the younger, Ryuji (Yasukaze Motomiya), shared the same family crest, but if something rubbed them the wrong way, they wouldn’t hesitate to beat even their own allies half to death. One day, Ryuji causes trouble by wrecking a gambling den run by the Umeda-gumi, leaving him with no place left in Kansai. Hirokazu takes responsibility for the incident and leaves the yakuza world, becoming a civilian… but fate is far from done with the brothers.

The yakuza world has entered an age of war. In Owari, Nobuhide Oriki (Tokuma Nishioka) pushes for unification, while his son Nobunaga (Hitoshi Ozawa) seizes territory by force. Suruga boss Yoshimoto Imanishi (Naoya Makoto) launches an invasion, sending Ieyasu Tokusawa (Yasukaze Motomiya)—but he’s abducted by Nobunaga’s ambitious younger brother, Nobuyuki (Masaki Nishimori), who is soon captured himself. A truce is struck with a hostage exchange, but when the Imanishi underboss turns up dead, peace collapses and war erupts. Meanwhile, Michizo Saimon (Shinzo Hotta) of Mino, dispatching young Hitoyoshi Toyoumi (Hideo Nakano) on a dangerous mission.

Not long after the end of the Tohoku conflict, Kyowakai Chairman Kudo (Hakuryu) is attacked. He narrowly survives, but soon after, Himuro (Yasukaze Motomiya) is also shot by a hitman. Thanks to a counterattack led by Tamura (Yoshiyuki Yamaguchi) and the others, the assailants are captured, revealing that the attack was ordered by Sakashita, head of the Sakashita-gumi in Fukui, a group connected to the West Japan Mutsumikai. Seeking revenge, Kawatani (Hitoshi Ozawa) takes the lead in preparing Kyowakai for a full-scale war against the West Japan Mutsumikai, mobilizing the entire organization. However, Kudo intervenes and orders a withdrawal from Fukui.

Nabeshima (Noboru Kaneko), an assistant underboss of the Hanzawa-gumi Otsuru Family, is summoned by headquarters to a certain location. Gathered there are five elite members from the Hanzawa-gumi. Then appears Oshitari (Hitoshi Ozawa), the underboss of the Hanzawa-gumi himself. His order is simple— “Assassinate Kanemaru, the boss of the Kamui Family… the Don of Heisei Japan!”

When a doctor is found dead and the company's exclusive data on a cancer drug is missing, detective Takayama and Oshita are called to the Nakamitsu pharmaceutical laboratory. However, a bungled attempt to catch the murderer leave Takayama and Oshita reassigned to the lackluster task of patrolling public bathrooms to keep them out of trouble.

The fall of Yoshimoto Imanishi spreads Nobunaga Oriki’s (Hitoshi Ozawa) reputation across Japan. In Omi, he forges a brotherhood oath with Nagamasa Asakawa (Daisuke Nagakura), further extending the Oriki-gumi’s influence. Alarmed, National Police Agency Director Ichijo (Masahiko Tsugawa) orders their destruction. Meanwhile, Ieyasu Tokusawa (Yasukaze Motomiya) abandons the Imanishi-gumi, declaring independence as the Tokusawa-gumi. Upon learning this, Nobunaga extends his hand, joining forces with Tokusawa in pursuit of nationwide unification. Elsewhere, Yoshiaki Ashitaga (Kazuyoshi Ozawa), ousted from the Murohachi Alliance, seeks to rebuild it, turning to Shingen Takebe (Shun Sugata) for aid—but is coldly passed around. And from Fukui, Mitsuhide Akashi (Mikio osawa) of the Amakura-gumi moves the pieces of the board, pulling the Oriki-gumi into the next great upheaval.
