Takeshi Hongo is a promising young man with a passion for motorcycle racing. However, his dreams are suddenly ruined when he gets kidnapped by Shocker, the evil secret organization planning to dominate the world. After being remodeled into a cyborg, Takeshi escapes and swears to protect the world from the inhuman monsters.

Without a specific wish in mind, Hoeru resolves to aim for the "Number One" and fights as Gozyu Wolf against Bridan. What wish will Hoeru eventually discover? And who are the other ring warriors?

Later, Kamen Rider Core begins to destroy the area as Kamen Riders OOO and W team up to fight the enemy. However, Kamen Rider Core proves too powerful and the two go underground to destroy the Gaia Memory’s source of power to even the odds.
Ami, who lives a peaceful married life, meets Jun, a young painter, due to an incident at work one day. She takes on the role of a painting model lightheartedly, but the two gradually become strongly attracted to each other.
Leading an expedition in Germany, Kougami unseals the resting place of one of the alchemists that created the Core Medals in an effort to retrieve a set of lost Medals. However, upon the seal being undone, millions of Cell Medals erupt into a tower while creating a magical barrier that causes parts of Japan to flip over. In order to regain his original power he has sealed away every OOO in each parallel world until he becomes the ruler of the parallel world called World of Putotyra. He teleports Eiji Hino, the last OOO who resides in King OOO's original parallel world, and fights him.
