Bibi Blocksberg is a normal little girl - although she can do magic she still has a lot to learn. She's always full of entertaining ideas, one little "Wizz-wizz" and a problem is solved or maybe it's just the start of one.

The scientist Prof. Dr. Franz Hergarten has to leave his playmate, the blonde Lisa, at home, because he is supposed to bring highly explosive and important documents from Germany to New York as an important secret bearer and courier of a certain organization. An ocean liner is chosen as the means of transportation. German security forces are to accompany him and shield him from unwelcome strangers. Soon Hergarten realizes that some agents of hostile powers, who are also keen on the secret papers, are on him, using every trick and weapon imaginable - including women.

Vera Romeyke is an idealistic and committed teacher who tries to interest her pupils in the subject matter with new forms of teaching. In role-playing games, they are encouraged to reflect on their own lives and those of their parents and learn to question social conventions. The conservative parents fear that this project is aimed at "left-wing indoctrination". They turn to the school authorities, who eventually transfer Vera Romeyke.
