Tetsuya Mikami, former leader of the Mikami-gumi group, took care of ex-convicts and people who had left the group so that they could reintegrate into society. However, an incident occurred in which a man working at his store was arrested on suspicion of murder and burglary after smoking shabu. Renji Himuro and Yuto Tamura have Nakajima and his friends investigate the source of the shabu.
Renji goes to see his father to question Tetsuya's allegations of black-market donations that arose when he launched the Shinseikai. However, Tetsuya's heart condition worsens and he collapses on the spot. Renji's father's death brings an end to the feud between father and son, and Tanigawa persuades him to keep the truth of the allegations to himself, and he decides to follow his father's wishes and become a politician. At the same time, Prime Minister Suzuki dissolved the House of Representatives and called a general election, as ordered by political fixer Oda. With Tanigawa's support, Renji launches his own political activities, but is outnumbered by his opponent, prefectural assemblyman Horiuchi. Renji is again contacted by a mysterious person.

Magazine journalist Renji Himura is suspicious of the corrupt nature of Japanese politics and has uncovered a number of parliamentary scandals in his quest to clean up the political scene. His feud with his father, Tetsuya Himura, a member of the House of Representatives of the ruling Republican Party of Japan, reinforces Renji's aversion to political power struggles. Tetsuya is a member of the party's largest faction, the Teikankai, along with his ally Yuichi Tanigawa, who was elected in the same year, but becomes increasingly dissatisfied with the methods of faction chairman and former Prime Minister Shiro Oda. In order to regain the prime minister's office, Oda has brought in Kojiro Suzuki, the current prime minister, and is building a puppet government. Then, Renji receives a tip-off from a mysterious person.
Takeda (Mikio Osawa) and Tsurumi (Junichi Kawamoto)—who killed their own boss and Wakagashira and rampaged through rival turf—are taken into the Doryukai of the Kurohime family by Ryutaro Dojima (Yasukaze Motomiya). Meanwhile, Chifumi Iwaguma (Hidekazu Akai) of the Udagawa-gumi arrives from Osaka to meet Hozumi (Seiki Nagahara), and an oath of brotherhood is approved at an executive meeting—without Dojima’s consent. To stop Hozumi’s power play, Takeda and Tsurumi are ordered to assassinate him. Acting on his own impulses, Takeda ignores the plan and storms the ceremony alone, igniting a brutal internal war within the Kurohime family. All stake their lives and ambitions on rising through the underworld—who will have the last laugh: Hozumi, Dojima, Iwaguma… or Takeda?
Kenji Shimamura has trouble being intimate with his girlfriend Noriko after a lifetime of watching his parents bicker over his father’s infidelity. After he spurns her advances, causing her to storm off in an offended rage, he decides it’s time to seek psychological help. Unfortunately that costs money and the best way to earn some quick cash in his family is to spy on his dad for his mother. He quickly discovers his dad has a young girlfriend named Yukari. Figuring the best way to deal with this gracefully is to come clean with Yukari he tells her all about their family and the real estate business his parents run together. Unfortunately, however, his plan backfires. Instead of being scared off Yukari applies for a job at the family business and befriends Kenji’s mother, setting up a chain of events that makes things awkward for everyone involved.
