The series, located in Frankfurt am Main, features two main characters who solve crimes: a defense attorney and a private investigator. Josef Matula, a former German police officer, has gone into private business. His method of investigation is very effective and direct, and he sometimes even resorts to dirty tricks. Claus Theo Gärtner has portrayed the role since the start of the series.

Until 2003 it was produced in co-operation with the Austrian public service broadcaster ORF and Schweizer Fernsehen, a division of the Swiss public broadcaster SRG SSR idée suisse. It was the basis for the BBC show Crimewatch, the Dutch show Opsporing Verzocht and its US equivalent America's Most Wanted.

The film, shot as a “historical documentary drama,” describes the so-called Fettmilch Revolt, or civil uprising, in Frankfurt am Main between 1612 and 1616. In the run-up to Matthias' election as Holy Roman Emperor, the citizens are called upon to take an oath to protect and ensure the safety of the electors gathered in the city. As part of the oath, the guild members are threatened with the loss of their rights. Now they want to demand that the council announce the privileges they know nothing about.

Walter Hartrigth is supposed to teach Sir Frederic Fairlie's nieces drawing at an old country castle. He soon falls in love with Laura, the younger of the two students. Marian, her sister, tells him that Laura is already engaged to Sir Percival Glyde. Sir Percival insists on the wedding. But he has an enemy: "The Woman in White," who looks exactly like Laura. In an anonymous letter, she reveals that Sir Percival and his friends, the Countess and Count Fosco, are only after Laura's money.
