Ryutaro Otomo as the Edo magistrate Umon Kondo is out to solve a crime that centers around the murder of a jail guard & the escape of a criminal who is later himself killed. His dying words in Umon's arms were, "I didn't kill the guard." The murdered criminal had been a safe-cracker & only his girlfriend knows where he hid a fortune. She is kidnapped, so the plot gets thicker & thicker.

Master swordsman and loya 'Hatamoto' (direct vassal to the Shogun), Saotome Mondonosuke, is sent to investigate an intrigue centering on the Date Clan. The great merchant of Kaga Daitokuya , had taken control of the domain with his wealth and by holding onto the weakness of Lord Maeda Tsunanori , and was planning to rule over Japan as well. In order to free the lord from evil spirits and monsters, Sawatari Shusui heads towards Kaga Hyakumangoku. On his way, Shusui helps a girl named Oyumi who was about to be bullied by a ronin. Oyumi claims to be the daughter of Daitokuya, but she is actually the daughter of Lord Maeda Tsunanori's concubine. Daitokuya, who had taken control of power by raising Oyumi on behalf of Tsunanori who could not make it public because of his legal wife, was secretly storing weapons and ammunition and was pressuring Tsunanori to sign a letter of rebellion.

Five swordsmen are murdered and hung from a tree and the chase is on to find the killers. Two magistrates pursue the leads to solve the crime and it leads to a potential conspiracy to kill the Shogun.

In Kyoto, a samurai named Boredom Otoko, Saotome Mondonosuke , appears and helps a woman being chased by a spy named Genshichi. Unfortunately, the woman is shot and killed. Later, Genshichi explains that the woman was a member of a band of thieves, and because she was let go once, the police officer, Genjuro Mazaki, was demoted to a desk job. Consumed by guilt, Boredom Otoko...

Ryujin Misaki, located at the edge of the Genkai Sea, is known as an isolation ward for leprosy patients. Mikijiro Hira acts as such a hero in history. Mondonosuke is secretly ordered to look into the suspicious movement in Nagoya castle by the Ometsuke, and he found out about the misconduct and sole it. This is a period movie about the hero!

Around the Genroku era, there was a man named Saotome Shusui-no-Suke, nephew to the senior councilor Matsudaira Sakon Shogen. He was commonly known as the Bored Samurai of the Hatamoto rank. Just as he was engulfed in boredom, Tokugawa Jo-Kaibo, claiming to be the Shogun's illegitimate child, made a grand entrance into Edo. At the behest of Sakon Shogen, Shusui-no-Suke was tasked to investigate Jo-Kaibo's background and had his young page Kyoya disguise as a woman to infiltrate Jo-Kaibo's gun mansion.
