The year is 1940 and tension is growing between the empires of United Europe and the Atlantic States. A bloody border incident puts both sides on high alert.

Depressive Toni is diagnosed with idlesness by his doctor who recommends more excitement and danger. In managing the shipyard inherited from her father, Derith Keogh has considerable labor problems and accedes to the unreasonable demands of John Trevelyan, an anarchist labor agitator. Derith's brother John is off in pursuit of an adventuress, and Angus Campbell, her superintendent, resigns in exasperation. Angus returns, however, to help Derith persuade Trevelyan to settle a strike, which Trevelyan accomplishes in spite of being shot by one of his own men.

After the death of her brother, "Tommy" Carlton makes the acquaintance of a neighbor, Harold Graypon, who invites her to a party. Tommy, who is a bit of a hoyden, attends the party in overalls and shocks the guests. Tommy is later ejected from her home and takes refuge in a shack in the mountains, where she makes rustic furniture for a living. Despite the interference of Grace, Tommy and Harold finds happiness with each other.

While visiting her friend, Barbara Carlton, Frances Mildmay spends the day fox-hunting and ends up fogbound in the 'Devil's Maze' with Barbara's husband, James. When the pair lodge overnight at an inn, the innkeeper convinces James to seduce Frances. Unbeknownst to them, another family friend, Derek Riffington, is also staying at the inn and becomes aware of the liaison. But, by the time James discovers Frances is pregnant, Derek has gone missing in the Far East - leading James to suggest that, when the child is born, she should accuse Derek of having been the father.
