The first episode was broadcast 27 June 1971 in the German Democratic Republic, and after the dissolution of Fernsehen der DDR the series was picked up by ARD. It was originally created as a counterpart to the West German series Tatort, and quickly became a public favorite.

It is primarily set in the office of fictional Chancellor of Germany Andreas Weyher, telling stories about the German head of government's political career and private life as a widower and father of a teenage daughter. While mother Ingelore lives with husband Hannes and the youngest son in the eastern part of the city, the young, married daughter Beate lives in West Berlin.
