In 2008, disasters beyond the common sense of mankind "super disasters" were occurring frequently all over the world. It was the work of the evil organization Neo Terror that plans to destroy the Earth. In order to counter the super disaster, the United Fire-Defense Agency gathers five young elite members and forms a special rescue unit Rescue Force. Wearing reinforced suits, equipped with super vehicles and Rescue Tools, they explosively suppress the super disaster and protect people from the evil hands of Neo Terror. The keyword for the rescue's success is "Bombing completed!" (Bakuchin Kanryou!).

Taking place between episodes 38 and 39 of the Tomica Hero: Rescue Force television series, the film features Doktor Madu joining forces with the Neo Thera to hijack the super express train Mach Train with his Metal Train, intending to use the Mach Train in the most Super-Disaster ever.

The Tomica Hero Grand Prix gets underway with the five Rescue Force members hoping to become the "Fastest in Rescue Force". During the race, Neo Thera joins in and tries to sabotage the other cars, leading to a nail-biting photo finish.
