A group of young pirates from space come to Earth to obtain the "Greatest Treasure in the Universe", which can only be acquired after obtaining the Ultimate Powers of the 34 Super Sentai. However, they end up running afoul of the Space Empire Zangyack, whose earlier invasion forces were wiped out by the 34 Super Sentai long ago. As a result, the space pirates use "pirate copies" of the powers of the older teams and fight the Zangyack forces as the Gokaigers.

It was the work of the evil organization Neo Terror that plans to destroy the Earth. In order to counter the super disaster, the United Fire-Defense Agency gathers five young elite members and forms a special rescue unit Rescue Force. Wearing reinforced suits, equipped with super vehicles and Rescue Tools, they explosively suppress the super disaster and protect people from the evil hands of Neo Terror. The Space Empire Zangyack forms an alliance with the Black Cross King, the resurrected form of the Gorengers' enemy the Black Cross Führer, in order to invade Earth with other revived Super Sentai enemies. The Gokaigers, along with the Goseigers, who have lost their powers from the Legend War, must team up in order to fight against the new enemy.

This television special is an alternate telling of the Kamen Rider Ryuki story. Shinji Kido's life, working as an employee at ORE Journal, takes a sharp turn after being pulled into the Mirror World by a Mispider. Luckily, he was saved by Kamen Rider Ryuki, Koichi Sakakibara. However, Sakakibara could no longer go on due to the severity of his injuries and passed his Card Deck to Shinji, allowing him to become the next Ryuki and defeat the monster.
