The drama from the time of the Nazi occupation begins at the train station, where a transport with German soldiers is passing. The train is stopped due to improvised sabotage by one of the railway workers. Resistance liaison Růžena Kubínová is arrested in a random raid. The cynical councilor Dönnert discovers her false documents and has her brutally interrogated. He suspects that she could contribute to exposing the entire group. He puts a informant, Herta, in her cell.

Eva has just gotten married to an older gentleman, but discovers that he is obsessed with order in his life and doesn't have much room for passion. She becomes despondent and leaves him, returning to her father's house. One day while bathing in the lake, she meets a young man and they fall in love. A young farmer, Jan Aleš, is drafted from his native Pošumaví to join the army. Since he likes his new environment, he stays with the army as a long-term serviceman. He even successfully passes the exams for the military academy. There he becomes friends with his Slovak colleague Milan Jurčík. He studies diligently, but thanks to Milan he sometimes finds time to go out into the city. That is how he meets the factory owner's daughter, Zdenka, with whom he falls in love. However, her father is not very happy about the promising relationship.

Cashier Ferdyš Pištora goes to rob the villa of banker Rosenštok. At that moment, a fire breaks out and Ferdyš saves the banker's two young children. He is hailed as a hero by everyone and Rosenštok makes him a messenger in the bank. This changes Ferdyš's entire life. He becomes a moralist and bullies the whole neighborhood with his sermons. He falls in love with Terezka, a member of the Salvation Army. Ferdyš's former lover Irma is jealous of Terezka. The two women argue and Terezka, in anger, claims that she killed her child and buried it in the cellar. Ferdyš believes this fabrication. In order to save her, he wants to give her the money that he was supposed to hand over to the bank. Out of jealousy, Irma tells the police that Ferdyš wanted to rob the banker's villa, and Ferdyš is arrested. However, Rosenštok intercedes for him and Ferdyš is acquitted. Terezka confesses that she made up the child's murder and celebrates her wedding with Ferdyš.

Anton Špelec (Vlasta Burin) is a producer of musical instruments by trade but a sharp-shooter at heart. He expects to be awarded a medal at a large parade in town where veteran sharp-shooters will be honored. When the town council is one medal short, Anton must wait another year for his prized possession. He drowns his disappointment in drink at the local pub and becomes so drunk that he insults the emperor who sentences him to jail. Instead of fulfilling the emperor’s orders himself, Anton sends his employee in his stead.

Vlasta Burian appears in a town of Czarist Russia impersonating an Inspector General, and he is entertained lavishly by the local political-hacks and peasants seeking his favor for whatever they are advocating or need fixed. Burain is involved in a series of comical situations as he takes everything he can gets his hands on while the peasants, who must plead for the betterment of their conditions, are left on the outside-looking-in. He makes his escape just as the real Inspector General is set to appear, but those-in-need will be no better off when the real McCoy shows up then they were with Burian.
